I would have to take the parcel to my post office right, but how would I make sure the plant isn’t ban in a specific part of the U.S, and so the buyer doesn’t have to pay big fees / nobody gets in trouble or it sent back to me from American customs?

You might look up the state's invasive species list. If it is on there then no, do not send it.
If it is in California, they hate almost everything for aquatic plants. So probably a no there. Some states have no issues and others are very particular.
