The 4ppm is just a starting point so you dont have to top it up for a while.

If you are cycling out 2ppm ammonia into 0 ammonia and nitrite in 24 hours you are considered cycled. You could introduce a moderate amount of stock in 1 go, but i would urge caution and add fish gradually. A moderately stocked wont be producing as much a 2ppm ammonia in a day, but that level of beneficial bacteria will ensure that the lower amounts of ammonia your tank is producing is gone in minutes not hours.
 
Thanks for your quick reply. I was just curious if I dosed it back up to 4 ppm and it was zero in 24 hrs if I could add more fish at a time . I have a holding tank with 10 neons and 1 small gourami. The tank that just cycled is 36 g. Thanks
 
If you are cycling out 2ppm ammonia in 24 hours you should be fine adding those fish. Thats a low bioload. Just keep an eye on things as you would with a fish in cycle in case ammonia + nitrite creeps up.

Acclimate fish to the new tanks water.
