Leaves peeling off at the bottom

Hey, i setup up a couple of weeks ago My 10 gal planted tank and My problem is that My plants grow but they start to peel of quick at the bottom. The top grows but the bottom gets empty, any idea why?heres a pic, its pretty old, now theyr half with leaves and half wont.
