Light problems

So I have a light with 4 T5s. One switch controls two lights, another switch controls the other two but isn't working. When I flip the switch it flashes on then goes off. Are the bulbs bad or is it wiring or something?

Could be your ballast, are they external so you can switch them?

Ya. I think its just a bulb because I noticed a kinda burnt lookin end on one bulb

Switch the bulbs around, then you'll know for sure
