Lighting for 15 gallon

So I'm curious as to what constitutes as 'high' lighting for a 15 gallon tank. After asking a few people already, 2 t5's are good but, I figured I'd ask first as to not make a mistake.

I plan to have only a lily which requires higher lighting from what I've read. Is there any other plant that might co-exist with a lily?
 
The tank is 16 inches tall and I want the lights to be at least 2 inches above the tank. So I'm not sure which lighting I should use as I'm not as well versed on freshwater lighting lol.

Not real sure about CO2, I might possibly use it. As for lilypads, I've grown some in a fishtank before but, it wasn't mine : (. It wasn't so hard, just needed a good bit of lighting. This was years ago so I can't remember which bulbs were used.
