Lighting question

I have a 29 gallon planted tank with anubias, java fern, amazon sword, Cryptocoryne wendtii, and some java moss. I have two T5 24 watt bulbs on this tank. Will this be adequate to support growth for these plants? I know that there is a 'two watts per gallon' recommendation but I was hoping that I could get by with this 1.5-1.6 per gallon wattage. Thanks for any assistance!
 
It's not so much the lighting as it is fertilizing. Lights grow Algae. Dose with iron, and co2. Not co2 supplement use the real thing. Lots of do it yourself kits online, and most of them work fine.
