misbehaving jbj arctica chiller

Bought a used chiller on eBay few weeks ago and didn't get a chance to test it till now. The seller told me he tested it before shipping it worked perfect, but its not working now. The display says Lo and I have it set at 73 while the water in the tub is around 85. The odd thing is when I press both the up/down buttons to calibrate the lowest it'll go to is 14.4 and the highest to 32.4. What's up with those numbers??

Its the 1/4hp model and I got a Rio 3100 in the tub pushing the water through it
