Probably could, but then there's CO2. Would have to find another way to diffuse the CO2 into the water, as well as circulation, so there's no stagnant areas where algae can get the upper hand.

I would use a power head, attach a home made spraybar to it and point it downwards.. Run the Co2 into the bottom of the powerhead and it should give great diffusion and it will circulate the water without disturbing the surface..

Nice tank BTW.. should be some nice plants coming out of there.
