Not neccesarily bad, not neccesarily good. It can spread rather quickly under the right conditions so most people like the pick it out. Try and be careful though, to not bust the bubbles. It can spread spores around the tank that will make it spread quicker.
I have a group of green bubble algae in my tank that won't go away, so I try and keep it trimmed monthly to keep it to a minimum.
