Neon tetra stays in plants

Hi,

I have nine neons. 8 are happily swimming and schooling. But one won't come out from hiding under some plants away from the others. From what I can see of him there doesn't seem to be much physically wrong with him. Help!
 
Just to add he seems the smallest amount less colourful but that may be because I'm trying to find something

He might have colour loss
He might just be shy but thats unlikely you never know with fish
 
Even community fish like tetras sometimes don't get along100%. Believe it or not one of my female embers used to act territorial. Now they're all settle in. I think it just takes time for them to get used to eachother.
