New Sand Substrate question

Should I leave the filter off till the sand settles, or will having the filter on help? Right now I can't tell if it's helping or hurting the situation.

Leave the filter off until the sand settles for a while, then put it back on

55 gallon elephant nose tank.
30 gallon borara merah and brigittae, shrimp and snails
