I have read about adding CO2 to planted tanks, my question is, do you need to add CO2 to to every planted tank? I am only thinking of adding a couple of spiral vals to a ten gallon tank.

No, you dont need co2 for just a couple plants.
Make sure you have good enough lighting though

Absolutely not. Only the more demanding plants need co2. You only need co2 if you are growing demanding plants, want lots of growth, or put too much light on your tanks.
