Welcome! Not sure on that one - so far mine haven't compacted but I don't have sand on top. Digging into it though, it seems pretty robust.

I personally would not cap stratum, after about 8 months it starts to break down into a muck, and will certainly mix in with the sand leaving you with a mess. No need to cap it, unless you have a specific reason??

No need really, most plants will do fine in inert substrate, if need be a root tab or two can be placed under plants that like to root feed.
