nitrate

i have a 60 gallon saltwater tank with 1cleaner wrasse,1rusty angle,2green chromis,1dragon goby,1algae blenny had bad diatom breakout probly from my water went to lfs had them test it my nitrates was past 160.my tank has been running for 3 months,i started with tap water since i didnt have money for ro/di unit,but purchased one 2 weeks ago. first week i changed out 50 gallons of my water yesturday i changed out 25 gallons my nitrates are at 20ish now. could i add a cuc now with nitrates in 20s?also have 60pds live sand,45pds live rock,tlf 150 phosban reactor w gfo,emporer400 hob filter,remora S pro skimmer.4 bulb T5 lighting running 1-10kwhite and 3 blue and have mushroom coral in there.
