odd "something" on goldfish fins

I had a question about something on one of my goldfishes' pectoral fins. Both sides actually. I just noticed them. He seems to have these white "bumps" on the leading edges, somewhat close to his body. They actually look similar to a callous.
It looks nothing like Ich, and it is only on his fins.

It's not the best picture, but you can clearly see it.
He's one of my older guys, so I just want to make sure he's okay.

Parameters:
Ammonia 0ppm
Nitrite: 0ppm
Nitrate: 20ppm
pH: 7.4

Any thoughts? Could this just be part of a scale or something? He's bottom sitting at the moment, but I would attribute that to how warm it is. California Summer heat over here! He was active and eating just fine this morning.
 
The pic isnt super clear of his pecs but I suspect they are just breeding tuberucles (stars). He looks like he has them on his operculum (gill plate) as well. They will look like little white bubbles or bumps along the tops of the pectoral fins. Nothing to worry about! :)
 
Thanks Jlk! that's good to know! Hopefully I don't have any female fish in there. I don't need a hundred goldfish fry! :ROFLMAO:
