Organism on glass

I have always been curious about what this organism is on the side of my glass. Ive seen it a few times in fresh water and now its gone crazy in my salt water tank. Im assuming its something that filter feeds because of the obscenely bad algae bloom in my tank. uploadfromtaptalk1410304406688.jpg
 
Nope, they are small amorphous blobs that are approximately the size of the tip of an ink pen.
 
I'm thinking hydroids too, maybe pineapple sponges but those don't really wave... Do they have individual, skinny stalks?

They definitely aren't pineapple sponges. They kind of resemble a small blob attached to the glass with a white hair sticking out waving in the current.
