Parrot fish

I was looking through aquabid and saw this auction.

I doubt the seller did this to the fish, but I can't believe someone would. Has anyone seen fish like this before?

Yes, someone posted this last week. It is a horrible practice. The seller received it from his supplier and he wanted to get rid of it.
