Phosphate levels HELP ?

So I have a major algea bloom and it's a pain in the arse! All my parameters are all perfect nitrites 0ppm ammonia 0ppm nitrates 0ppm water pH 6.4 which is good where I'm located but the water supply has had added phosphate added ect due to water being is shorter supply. What can I do to help and I've been doing decent water changes too. Please help
 
I would get a phosphate test to confirm your suspicions. In the mean time, reduce the light duration and consider doing a blackout.
