So I am considering live plants in my 40 breeder that I am fixing to setup. What kind of substrate do I need? I prefer pfs. Is that ok for plants? I am not wanting to do anything extravegant just really basic plants (whatever kinds those are....have a lot of learning) please help.

I'd go with some type of high cec substrate like ecocomplete, floramax, oil dri, soil, etc, but you can get by with just plain PFS if you really want. For the rooting plants I'd probably add root tabs though.

Buy some osmocote plus and use pfs. It'll be fine. Sprinkle a few pellets of osmocote maybe like a tablespoon or two before you add substrate and you should be fine for awhile.
