Platy breathing hard, skimming surface

20 gal tank 1 1/2 yrs
14 fish - 1 Betta, 2 Tetra Green a Glofish, 1 male red wag swordtail, 2 male Platy, 4 female Play, 4 Cory Catfish
0 amonia, 0 nitrite, .05 nitrate
Tend temp 74 degrees

Recently had very high nitrate levels, many water changes and scrubbing down now lowered. My male Platy, 1 1/2 yrs old is moving his gills breathing hard and skimming the surface a lot or hanging out in the back.Doesn't seem interested in eating. Good color. I don't see any spots but I could be wrong. His gills look a bit swollen to me. The other male Platy is aggressive and may have caused him stress. What can I do to help this little guy?
 
All my other fish are fine. He has been like this for approx 2 weeks. I tried a hospital tank for 3 days with some Fungus guard.
