problems with our t5 fixture

Hi There! We have a Coralife T-5 HO 4 bulb fixture (only 3 years old) and the 2 actinic lights are not coming on. The unit is plugged in properly. The 2 bulbs in the white placement are working fine, and the 2 lunar blue LEDs also work fine. The 2 bulbs in the actinic placement are not working, but the fan that comes on when those bulbs are on is working fine. Can anyone please troubleshoot the problem for us?

I don't own this model but is there a possibility that the actinic bulbs have a separate ballast (which may need to be replaced)?

Or also for quick test try the white bulbs in the blue socket.(vice/versa)
It will tell you if it is the bulb or ballast.
I have many coralife and the fan is on a separate power feed then light so one has nothing to do with other.
I know I replaced several ballast at the 3-4 year mark on coralifes.
