Red starfish top of tank

I purchased a red star fish for my reef tank this weekend, the starfish has settled on staying on the very top of the live rock where most of the current is from the tunze powerhead. Is this normal? Is the starfish in shock or something? I floated it for 1hr before placing in my tank

What to do as I do not have a quarantine tank available?
 
Floating the bag in the tank is not the best way of acclimating an animal to a tank. You have to slowly replace the water in the bag as well as getting the temp as close as possible.
 
I have also heard that when putting a starfish back into water you should enter tham in the water upsidedown as if they get a air bubble in there mouth they cant get rid of it and may die.
