Slime on filter cartridge

I started my 30 gal. aquarium about 3 weeks ago, and during the the first two weeks the filter cartridge on my whisper40 kept developing a slimy film over the intake side of the filter. It caused my filter to over spill. Is this a part of cycling? How long does it take?
 
How are you cycling your tank?
Are you cycling with or without fish?
What are your ammonia and nitrite levels?

This sounds natural. If it's clogging up the filter, then take some water out of the aquarium, and rinse the messy filter parts out in the old tank water. Throw out the old water and replace with fresh, dechlorinated water.
 
I had a problem with normal aqurium slime clogging my whisper filters to. I dont use whispers anymore cause there filtering and media sorta sucks and only use one on my hospital tank. If your cleaning it more then once every couple weeks then there seems to be more then normal cause I only give my filters a quick clean half way through the month and a full clean at the end.
