Spiderweb type substance in tank?

Hello,

Last night my tank was crystal clear. Today I came home to what looks like white spider webs attached to all of my live rock and flowing all around with the current. There are a number of brown particles trapped within the material.

I don't know enough about aquariums to know whether or not this is some sort of harmful algae or maybe an organism that sprung up and is "fishing" for food.

Any advice here?
