Started new tank

I started a new salt 45 hex tank last weekend and forgot to add de-clor to my salt water mixture. #1 killed my living sand and 3 starter fish, now i have a very cloudy tank. Do i start over? Or do a very large water change???
 
If it were me I'd start over and do a fishless cycle. No need to put fish through the torture that is toxic ammonia and nitrite.
 
Do a large water change as well. Since you mentioned not putting in de-chlor I'm guessing you aren't using RO-DI? You may want to look into that as well.

+1 fishless cycling. Can take longer but nothing in a SW tank happens fast.
 
Cycling with pure ammonia so long as you diligently add it can be fast/just as fast as fish. I cycled my 24 100% with liverock and sand, just putting in some pellets and got it over in 2 weeks.
