Starting 10g Planted. Convert to Refugium?

I have had my 55g up and running for about 5 months now, and everything is doing great! I now would like to get into realm of planted aquaria. My thought was to start a 10g (maybe 20g) moderate to heavily planted tank. I wanted to do do it separate from my mian for several reasons:
1) my stock 18" 15w 8000k T-8's aren't going to do the job
2) since it's my first time using co2 and ferts, etc i like the idea of isolating it as not to hurt my main tank
3) Trying to work on a budget, trying to light my 55 is not going to make my wallet happy right now.

Currently I have the co2 setup, and an old 10g laying around. I have the following questions:

-How much light for a 10 would be sufficient for med to high light plants?
-If I only do plants (no fish) in the 10 what kind of filtration is needed?
-If I do add a small stock of fish, does that drastically change my fert needs?

Down the road when I get a stand that will better accommodate it, what do you guys think of using this planted tank as a refugium for my main. I want a new stand so i can better display both tanks. Are all aquarium fert's safe for fish?
