Taking cuts from plants

Hello, I'm quite new to plants in the aquarium, my friend told me that I can cut a bit of a plant from the bottom and then replant it and it will start rooting, can I do this? It's a stem plant and have no idea what it's called

Yes. Most plants you can do that
 
It depends on the type of plant.

The stem plants such as anacharis and ludwigia work this way

Rosette plants such as Sword plants will grow runners or split at the base to spread so they can't be propogated by cutting them.

Other plants have a rhizome which separate plants will grow off of and you can separate them from there.
 
If you could take a picture and post it we could probably identify it which would also help you by knowing what type lighting, etc., it would need to flourish.
