I use a stainless steel scissor and cut 2-3 inches from the bottom of the plant. Make sure there're some leaves on the bottom ( for photosynthesis) . Trimming from stem plants can be replanted. I always do. I'm sure others have different way of doing it.
 
What types of plants do you have? Stem plants can be trimmed and the tops replanted but other plants such as crypts and swords, for example have to be split carefully before they can be replanted. Mosses can be pulled off and attached to a rock or DW to start a new patch.
 
I have a few rotala that have reached the top of my 14gal
