my shot in the dark would be a bridled goby. More info and a better pic would help.

I'm pretty sure it's a species of Bathygobius, but it would be good to have a better photo (particularly showing if the upper pectoral fin ray tips are free, which is characteristic of Bathygobius, and leads to the common name of "frill fin" gobies). If this is a fish you caught yourself, it would be good to know where it came from, as that would help with identification as well.

On the offchance that you collected it from the eastern US, I'll have a stab at Bathygobius soporator as a likely species. Check out the photo of this species at: Species Identification - Family: Gobiidae - (Frillfin Goby).
