my shot in the dark would be a bridled goby. More info and a better pic would help.
size? did you collect or buy him? notable markings?
 
I'm pretty sure it's a species of Bathygobius, but it would be good to have a better photo (particularly showing if the upper pectoral fin ray tips are free, which is characteristic of Bathygobius, and leads to the common name of "frill fin" gobies). If this is a fish you caught yourself, it would be good to know where it came from, as that would help with identification as well.
