Victor regulator?

I'm a first time regulator buyer and I saw a Victor VTS 252C regulator for a good price. According to Victor's website, this is a hydrogen regulator. I could just get different fittings to make it compatible with a 10-20lb CO2 tank right? Also the handle appears to be missing from the regulator, is this a part that is hard to replace?
