water clarity

So, I have a penplax cascade 1000 canister filter with carbon in it. Its been running for 2 weeks with no change in water clarity. What can I add to change that

polyfill or purgien. the polyfill would be the cheaper route and is very effective. i have it in my canisters to help with the amount of muck that my geophagus stir up. you can pick it up at walmart, hobby lobby or any craft store. also, you could buy a cheapo pillow and pull the stuffing out. same thing.
