What are these tiny creatures in shrimp tank?

I see them in my tank all the time. They are not detritus worms. They are small like a pencil dot. They also move like a bug and not like a worm. Are they harmful to shrimps or something? Posted video below. Please select hd quality to see closely.

I had an infestation one time. The water was swarming with them. Over time, the population dropped. I’ve see this with copepods, Freshwater limpets, hydra, detritus worms, and snails in my tanks over the years.
