IMO

anything less then 2 wpg is low 2-3 wpg is medium and anything over 3 is high..more or less...

really you have to take into account the size of tank, especially the depth, as well as the type of bulb

It depends on what type of lighting you're using. The standard WPG scale is based on T12 Flourescents.

0 - 1 Very Low Light
1 - 1.5 Low Light
1.5 - 2 Low Medium Light
2 - 2.5 Medium Light
2.5 - 3 Medium High Light
3 - 4 High Light
4 + Very High Light
