Can anyone tell me what this plant is called and also can I trim the top, thanks

That looks like some kind of ludwigia to me. It's hard to tell what kind it is, though. It might be ludwigia repens or palustris. Can you get a clearer picture? Yes, you can trim the top of it. It will grow back from where you cut the stem.

You are right I think it's a Ludwigia mullertii I looked on google, I can snip the growing point off as it getting above water line, thanks to all.
