I don't know what these things are but I don't like it for two reasons.
1. It makes my tank look ugly.
2. I have a feeling they are no good.
I have removed my pumps, and disassembled my HOB filter to clean these white cacoons off of everything. They also took over my sponge on my protein skimmer. They have showed up once before, and I cleaned most of the things they were growing on, but now they are back. The last time I saw these guys was at least 6 months ago. They tend to be in more numbers in the darker areas of the tank. Most of them are on the glass, but they were very high concentrations in the tubes of the HOB filter.
