white strands in tank

my betta live in a 15 gal tank that used to have 2 cloud fish that die because i turned the heater up too much on first try :ermm:

Now i see that my betta might be dying and just sity on top of the plants near the surface so he doesn't have to move much to get air, and i see a lot of uneaten food that now has white strands coming off of it (1 cm long) and it is only on the food and nowhere else. please help :fish1:
 
The white is fungus consuming the leftover food. Remove all that crap. You must be feeding to much or the fish is not eating. What are your parameters?

Do a large water change and a good vacuuming.
