white strands in tank

my betta live in a 15 gal tank that used to have 2 cloud fish that die because i turned the heater up too much on first try

Now i see that my betta might be dying and just sity on top of the plants near the surface so he doesn't have to move much to get air, and i see a lot of uneaten food that now has white strands coming off of it (1 cm long) and it is only on the food and nowhere else. please help

The white is fungus consuming the leftover food. Remove all that crap. You must be feeding to much or the fish is not eating. What are your parameters?

Do a large water change and a good vacuuming.
