The tank dimensions are 30x12x22. Right now I have 6 juvie angels as soon as 2 pair I'm going to rehome the other 4 though but was wondering if they would be okay with 8 kuhli loaches and some bleeding heart tetras.

Yes, you should be fine, it is better if you add the tetras now before the Angels grow more.
