Blind fish? & i.d.

This is a pretty new fish just added to my peacock ansamble. He's one of my favorite color wise. I noticed him getting him beat up by my strawberry peacock and he didn't seem to fight back, which didn't worry me much I just moved him to my 20 gal "soft tank" with about 20, 4 month old peacock fry and a blue jack who is almost about 1". Then I noticed some more about him. He doesn't respond to any thing like hand movements and even soft tapping on the glass, nothing. He stays at the bottom and looks thin. I noticed a dark hue around the top of his eye. He didn't even respond to the camera flash. Anyone know what might be wrong?
