No, it works like any other media as the water just passes through to remove trace elements, tannins or medications. If left for a long period of time it can start to leach harmful deposits back into the tank. I never use carbon as I believe it's a waste of money. Keep your canisters or HOB's clean and change water every week and there's never a need for it.
 
Thanks. I just finished soaking a piece of drift wood for two weeks and decided to use the carbon, that came with my Eheim filter, just to clear any tannins remaining.
I noticed bubbles shooting out of my filters exhaust for the first time and thought it might be the carbon but it seems to have stopped.
