I know this is not a ice blue cichlid cause his mouth and jaw are more larger.

Better pic would help maybe a blue zebra ice blues have an orange/red dorsal and a icy blue color when fully colored

It really looks like a cobalt blue zebra. I have 7 of them. The pic is still a bit dark, but it's close enough.
