Every day turn the temperature up about 2 degrees until it's at 86 degrees. Make sure there's plenty of surface agitation and lower the water level a little bit if you have to. Keep it at 86 for about 2 weeks and that should take care of it.
Your tank needs to be set up for about a month with fish in it before the water quality becomes good. If this isn't the case you need to buy a test kit for nitrites and nitrates (probably don't NEED ammonia since your tank has been set up a few weeks but would be a good idea).
For ick issues, try doing partial water changes, addition of aquarium salt, and raising temps, as indicated above...also, you may want to try Xtreme garlic...I would only go to the anti-ick chemicals as a last resort...Good luck!
