Is this fish holding?

A side shot would help. Could be.
Check for other signs: often reshuffling of the mouth, not eating, unsocial, aggressive. If it is holding it's mouth will get bigger within a week.

It's def been rather unsocial lately and has been doing some odd things with the mouth. Kind of looks like shuffling in a way...

Probably holding. There's lots of threads on here of what to do next if you want to keep and raise the fry. Otherwise they will likely get eaten quickly after hatching. Although I have had over a dozen fry survive despite absolutely no effort from me.
