Is it normal for Bolivian Rams & German Blue Rams to aggressively watch their eggs then soon as they hatch and fry are free swimming they eat their offspring almost immediately? BTW, the two pairs are in different tanks.
 
It can happen. Usually for their first few spawns this how it goes. When they are free swimming catch them out and but them in a fry tank or breeder box. That's if you want to keep them.

This behavior is very common with young pairs for their first couple spawns, that and it's common to eat the fertilized eggs as well. They will eventually get it right and protect the fry. Do the pairs have tankmates?

Yes both pairs have tank mates
