Nano 30l wave, beginner

Hi people I just started holding a salt water container / you are talking about a nano container of 30L of wave with a wave niagara 280 skimmer. I have taken over this container completely rotating and already with live stone Etc. He had been running for 5 months with the previous owner. Well I have some questions and would like some tips for continuing with this great hobby! Firstly, the skimmer in the shadow does not work Well, maybe it works, but I do not produce any foam, secondly, I have read that if you place the outlet of the skimmer slightly above the water surface, your skimmer should work better? Thirdly, can I already start placing coral and a cleanup crew? (there is life in the tank, including and snail / small sea stars / and other small stuff for further tips Etc I like to see reaction
