After you cycle the tank I would advise possibly a shrimp and a goby pair. Depending on temperature in your area you could have a catalina goby. They prefer 50 to 60 degree water.

How are you going to cycle it with just the filter or live rock? I would personally go ahead and put some live rock in there it has the good beneficial bacteria an it will prolly have other organisms on it like pods etc.
