Mine will open up usually a half hour after I feed the tank. Also at nite time I see them open up.
 
No, they don't stay open all the time. My colony opens up about 15 minutes after I feed the tank. Keep in mind that you need to feed the sun colony or you will eventually loose it. That means that you need to feed each polyp at least once a week.
