Tank size: 37 Gallon, 30"Wx12"Dx22"H

Lighting: I combined fluorescent & LED

LED: 23 white, 4 blue, 1W LED's (10,000K & 460nm Actinic Blue) 1670 lumens
Fluorescent: T5HO 39W Actinic Blue & 39W 10,000K

Is this sufficient lighting to place a bubble tip anenome at the bottom? (note the height of my tank)

Actinic blue on 8 hours a day, ALL light on 7 hours a day.

No, you need more light. 1w LEDs aren't going to penetrate to the bottom of your tank. I'd say 8 bulb t5 or a quality led unit (3w LEDs)

You should have enough light for lps and softies (maybe not all the way on the bottom for some), any of the euphyllia would do good and add some nice movement to the tank.

heres a pic from about a month ago.
