Is iit okay for the anemone to be this way ?

Yes turn flow off and rest it on a rock foot down until it attaches. Then it will move to where it likes most.

If I remember correctly, isn't your tank only 6-8 weeks? And you were using compacts. If so you should not have a nem in there. Sorry................
