Can I put a chocolate chip starfish in with soft corals?

not if you like the soft corals.

Do they eat them?

yes. they are not reef safe, hence they eat corals. especially soft corals from what i understand. try a serpent star. they are generally reef safe, and look like a prehistoric creature IMO. they take food from your hand. a better conversation piece!
