Collect my own substrate

I live about two blocks from the beach, and about a mile away from nice sand flats. Would it be feasible to collect Sand to put in my tank. I want like 3.5" of sand.

How polluted is the water there? Are there any local laws that prohibit this? My concern is pollution if its close to shore....

The water is pretty clean. I plan on collecting it from the flats when they are exposed they get alot of current during the day. As for the laws, they are lax, I cannot collect lr, however I can collect alot of sand.
